Tom Woodbury
WWP’s Montana Director
Thomas J. Woodbury, Montana Director for Western Watersheds Project, is a graduate of the Southern Illinois University School of Law and has been practicing environmental law in the Intermountain West since 1985 when he became Environmental Counsel for the City of Colorado Springs, CO. In that capacity, he represented the city in a $100 million Superfund action, successfully negotiated a settlement with EPA over hazardous waste disposal, and drafted the nation’s first Municipal Wastewater Pretreatment Code which was subsequently adopted as a model by the EPA.
Later, Tom represented the Idaho Conservation League in Idaho’s first review of water quality standards, forcing the state to address non-point source pollution issues and proposing rules to designate all bull trout water as high quality waters. Since that time, he has litigated wildlife cases in Idaho, Washington, Montana and Utah for a number of Intermountain West conservation groups, winning a majority on appeal and establishing significant precedents in the process.
He has hiked the Alps of New Zealand and the Himalaya’s in Kashmir and continues to enjoy hiking the hills and mountains around his home in Missoula. In 2004, Tom was honored as the “Environmental Attorney of the Year” by the Alliance for Wild Rockies.
